Claire is a mining and investment professional with over 20 years of experience working at the intersection of industry, finance, and government, with deep expertise in strategy, capital mobilisation, and project development across complex jurisdictions.

Before joining ADB, she held senior leadership roles at Rio Tinto, most recently as General Manager Strategy and Integration at the Oyu Tolgoi copper project in Mongolia, where she led long-term strategy spanning commercial, ESG, partnerships, and investment outcomes.

Her career has taken her across Asia, Africa, and frontier markets—working not only on operating assets, but also advising governments and development institutions on how to unlock investment in resource sectors.

At ADB, Claire is focused on building and financing critical minerals value chains, working with governments, investors, and industry to mobilise capital—particularly in regions like Central Asia that are central to global supply chains.
