President Tokayev proposed at the Brussels Kazakhstan-EU Round Table that Europe receive access to Kazakhstan's rare earth and critical mineral reserves in exchange for investment and technology, offering offtake agreements as the preferred cooperation model and renewing a call to establish a rare earth research centre in Astana.
