Ibrahim Halil Kırşan was born in 1964 in Gercüş district of Batman. He graduated as the "First in his class" from the Mining Engineering Department of the Faculty of Engineering and Architecture at Dokuz Eylül University. He completed his master's degree in Mining Engineering at Hacettepe University. He completed the Public Administration Specialization program at the Turkish and Middle East Public Administration Institute (TODAIE). In 1987, he started working as an engineer at the General Directorate of Mineral Research and Exploration (MTA). He held various positions such as Technical Personnel, Head of the Feasibility Studies Department, and Deputy General Director of MTA. Between 1993 and 1995, he served on a temporary assignment at the General Directorate of Mining Affairs for 2.5 years.

Before being appointed as the General Manager and Board Member of Başkent Doğalgaz Dağıtım A.Ş., Ibrahim Halil Kırşan served as an Advisor to the Minister of State. İbrahim Halil Kırşan was appointed Deputy Chairman of the Privatization Administration on January 15, 2010. He was subsequently appointed Deputy Chairman of the Privatization Administration on November 26, 2010, and then General Manager and Board Member of TTA Gayrimenkul A.Ş. (formerly Tekel) on September 25, 2013.

İbrahim Halil Kırşan spent more than half of his 30-year public service career in high-level bureaucratic positions on the Boards of Directors and Supervisory Boards of various Non-Governmental Organizations and companies. He retired from his position as Deputy Chairman of the Privatization Administration on July 18, 2016, and moved to the private sector.

İbrahim Halil Kırşan currently serves as a Board Member of Çiftay İnşaat ve Taahhüt Ticaret A.Ş. He is also a member of the National Resources and Reserves Reporting Committee (UMREK), Chairman of the TOBB Turkish Mining Council, and Board Member and Vice Chairman of the Turkish Mining Development Foundation (YMGV). Ibrahim Halil Kırşan is married and has two children.
