Céleste Laporte Talamon is a Policy Analyst in the Central Asia unit of the OECD’s Global Relations and Cooperation Directorate.
She is closely involved in the OECD’s work on critical raw materials (CRM), with a particular focus on the role of Central Asia in global mineral supply chains. She is the co-author of the OECD’s flagship report on Advancing Security and Transparency for Critical Raw Materials Governance in Central Asia. Her work engages both public and private actors to strengthen the enabling environment for responsible mining and investment in the region. She was also the lead author of several OECD publications on Central Asia.
Prior to joining the OECD, she worked on export development at Bpifrance, the French Public Investment Bank and served as Economic Attaché at the French Embassy in Uzbekistan. She holds degrees from the London School of Economics and University College London.
Building on latest OECD work on CRM in Central Asia, Céleste will present on-going EU-funded work on the nexus between connectivity for CRM in Central Asia, and how the Middle Corridor can unlock the potential for CRM exports from Central Asia to the EU.
