He also combines deep research and strategy formulation on critical minerals with hands-on execution. Mutlu brings nearly 20 years of sector experience covering regulation and investment. Previously, a regulator at EPDK (Energy Market Regulatory Authority) and an executive at the Ministry of Energy and Natural Resources, he managed complex energy portfolios, leveraging strong stakeholder relationships to bridge the gap between public policy and market realities. Mutlu holds dual B.Sc. degrees in Industrial Engineering and Petroleum & Natural Gas Engineering, alongside an Executive MBA. He has further honed his executive capabilities through programs at MIT, Columbia University, and the University of California, combining technical engineering expertise with strategic leadership.
